Team leader– Senior PFM Expert (60 man-days)

 Qualifications and skills:
  • A master’s degree  in economics or public finance or accounting; or
  • A bachelor’s degree in economics or public finance or accounting, with 2 years of experience in these fields; or
  • 7 years’ experience in the same fields as listed above;
  • Very good command of written and spoken English.
 General professional experience:
  • At least 12 years of professional experience in the fields listed above (in addition to the years of professional experience which form a substitute for the diploma in case the expert would not have the diploma required under Qualifications and Skills).
 Specific professional experience:
  • A minimum of 5 years’ experience within a ministry or public organisation either as a public official/employee or external advisor/consultant covering the following fields[1]:

– Budget planning and formulation;

– Budget execution and reporting;

  • Previous experience on IT applications for financial management information systems will be considered an advantage.


[1] Experience of minimum 5 years in any of these fields is required, but all fields must be covered.

IT Expert (200 working days)

 Qualifications and skills:
  • A master’s degree in the field of computer science; or
  • A bachelor’s degree in the field of computer science with 2 years of experience in the same field; or
  • 7 years’ experience in the same field as listed above;
  • Fluency in Albanian and good command of written and spoken English.
General professional experience:
  • At least 3 years professional experience in IT systems development (in addition to the years of professional experience which form a substitute for the diploma in case the expert would not have the diploma required under Qualifications and Skills).
 Specific professional experience:
  • At least 2 years of experience in an IT position within a public organisation either as an employee or external advisor/consultant;
  • Knowledge of financial management information systems;
  •  Technical knowledge of applications based on pHp, MySQL, Oracle and Apache;
  • Experience in training personnel in use of systems, to support government procedures;
  • Previous experience in BDMS and PIP systems.
