Senior PFM Reform and Budget Support Expert / Team Leader (min 10y exp)
(75 working days):

 Qualifications and skills:
  • Education: Academic degree in either economics, public finance, or recognised professional qualification accounting or in an equivalent field;
  • Language skills: Fluency in both written and spoken English;
 General professional experience:
  • A minimum of 10 years of professional experience in public financial management reforms in developing countries;
  • A minimum of 5 years of experience with the implementation of EU funded budget support programme;
 Specific professional experience:
  • Experience within a ministry or public organisation either as a public official/employee or external advisor/consultant in the following fields:
    – PFM reform strategies and reporting frameworks;
    – Budget planning and formulation at both ministry of finance sector levels;
    – Government accounting and reporting, including experience with the International Public Sector Accounting Standards;
    – Experience with on-the-job and structured training of budget analysts;
  • Prior experience in fragile and/or African countries is an asset;

 

Senior Financial Management Expert (min 10y exp)
(75 working days):

 Qualifications and skills:
  • Qualifications: Recognised professional qualification in accounting;
  • Language skills: Fluency in both written and spoken English;
 General professional experience:
  • A minimum of 10 years of professional experience in designing and running financial management processes and systems;
 Specific professional experience:
  • The expert must have had experience within a Ministry or public organisation either as a public official/employee or external advisor/consultant in the following fields:
    – Budget execution and treasury systems;
    – Government accounting and reporting, including experience with the International Public Sector Accounting Standards;
    – Experience with on-the-job and structured training of government accountants;
  • Prior experience in fragile and/or African countries is an asset;

 

Senior Budget Planning Expert (min 10y exp)
(38 working days):

 Qualifications and skills:
  • Education: Academic degree in either economics, public finance, accounting, or recognised professional qualification in accounting;
  • Language skills: Fluency in both written and spoken English;
 General professional experience:
  • A minimum of 10 years of professional experience in the public financial management systems;
 Specific professional experience:
  • The expert must have had experience within a Ministry or public organisation either as a public official/employee or external advisor/consultant in the following fields:
    – Budget execution and treasury systems;
    – Government accounting and reporting, including experience with the International Public Sector Accounting Standards;
    – Proven experience of budget planning;
    – Experience with on-the-job and structured training of government accountants;
  • Prior experience in fragile and/or African countries is an asset.
