Minimum requirements for the team of experts as a whole are defined

The minimum requirements covered by the team of experts (comprising of at least five Category 2 experts) as a whole are detailed below: • At least 3 projects for harmonization of laws with an EU acquis (Chapter 10 only), completed in the European Union countries and/or candidate countries for EU membership. • At least 1 strategic document in media related policy, research, action plan, etc. • At least 3 projects focused on review, analysis and implementing of legal and economic revisions of media markets and/or competitiveness, and/or digital connectivity and digital services as defined in the Digital Service Act. All experts shall be fluent in English, both written and spoken. The indicative list of experts required, but not limited to: • Media Law expert • ICT experts • Economic Analyst • Cybersecurity expert • Data expert

Education Sector Public Expenditure Review (PER) in Greenland, aiming to enhance the quality, efficiency, and sustainability of public education spending. We are assembling a dynamic team of professionals to lead this important mission and are currently looking for qualified experts in the following areas:

• Economists To lead fiscal and macroeconomic analysis, assess expenditure sustainability, and evaluate the economic impacts of education spending.
• Education Specialists To analyse education sector investments, service delivery models, and the alignment between spending and learning outcomes.
• Public Finance Experts: to assess budget execution, public financial management (PFM) systems, and offer recommendations for stronger fiscal discipline.
• Data Analysts / Statisticians: to carry out expenditure tracking, variance and efficiency analysis, and prepare clear visualizations of findings.
• Stakeholder Engagement & Communication Experts: to lead consultations and ensure recommendations are inclusive, participatory, and well-communicated to all stakeholders.

Language skills: Proficiency in English is required. Knowledge of Danish is an asset. At least one team member must be fluent in Greenlandic (Kalaallisut).
